It is a digital incentive scheme which was launched by the government of India in November 2017 as an extension to the Pradhan Mantri Vidya Vat Aay Yojana (PMVVY). The primary objective of launching Salik was to connect the gap between skill development programs offered by corporates and apprentices getting trained under them. The introduction of this innovative program will help trainees receive the incentives directly into their bank accounts. Salik stands for Skill Intensity And Voucher Incentivized Redeployment Scheme. It is a combination of skill intensity, that measures the proportion of employees with high skill levels at a company, and voucher incentivized redeployment, which means offering vouchers instead of cash to people who want to change jobs.

Who can benefit from Salik?

Anyone who goes for skill training under any government or private program can benefit from Salik. The scheme is applicable to employees of all skill levels, as well as retired people, who want to undertake skill-related courses to enhance their employability. Salik is valid only for courses offered by the National Skill Development Corporation (NSDC) or other authorized bodies.

How does Salik work?

The employer will recommend the apprentice for skill training. This can be done with the help of the NSDC portal. Once approved, the employer will be provided with the necessary vouchers for the training. The apprentice, who has received the training under the program, will have to get his/her attendance confirmed by the trainer. The employee has to upload the attendance report and a declaration of his/her skill level. On successful completion of the program, apprentices are provided with the training completion certificate. They can obtain the certificate online. This is followed by the submission of their claims, which can be done at the NSDC portal. The employer is also required to upload the details of the apprentice on the portal, after which the apprentice will be able to access the information.

Is there any downside to the introduction of Salik?

The biggest concern is the inexperience of the government in implementing programs like this. The government is not very well known for its efficiency and effectiveness, so there are doubts about whether the program will be implemented in an effective and timely manner. Other than that, there is the fear that if the government is unable to handle the program properly, it might lose the trust of companies and entrepreneurs. The value of vouchers might also decrease over time.

Key Takeaway

Salik is a great initiative that has been introduced to incentivize and encourage people to get trained in skills that will help them in their careers. While having this much focus on skill training is positive, it is important to remember that it is not a substitute for a college education. Employers still prefer to hire candidates who have a Bachelor’s degree, and you should consider getting a degree even if you plan to focus on skill training.
